STEPHEN FISHER, P.E., Report Card Chairperson

Mr. Fisher has been Chair of the Government and Public Affairs Committee for the Colorado Section for the past 3 years and is currently a project manager for Tetra Tech in Denver, Colorado. He has 14 years of civil engineering experience in water resources, landfill closure, environmental cleanup, storm water management, and appropriate technology on projects up to $5 million. He holds a bachelor of science in mechanical engineering from the University of California at Irvine and an Master of Science in civil engineering from Stanford University. Mr. Fisher is a registered professional engineer in California, Arizona, Colorado, and Kansas.

MIKE GLADE, P.E.

Mr. Glade is a group manager with the Coors Brewing Company specializing in utilities and facilities management. He was ASCE Colorado Section President in 2002 where he was instrumental in initiating the Colorado Infrastructure 2003 Report Card effort. He has more than 14 years of experience in industrial operations, water resources, environmental engineering and construction management. He holds a bachelor of science and a master of science in civil engineering and a bachelor of science in construction management from Colorado State University. He has held leadership positions with the ASCE Colorado Section and the ASCE National Environmental and Water Resources Institute.

JEFF BENSON, P.E.

Mr. Benson is a senior transportation engineer and project manager for CH2M Hill. He has 14 years of experience in transportation and building design, planning and construction management. Most recently, Jeff was the project manager for the I-25/SH50/SH47 Interchange Project in Pueblo, one of 28 strategic transportation projects in Colorado. He holds a bachelor of science from Montana State University and is a registered professional engineer in Colorado, California, Wyoming, Iowa, and Tanzania.

CHRIS FABIAN P.E.

Mr. Fabian's consulting experience includes work as related to environmental regulatory compliance, infrastructure assessment, asset management, water resources planning, and structural inspection. Mr. Fabian has consulted a variety of organizations with respect to their environmental regulatory and compliance needs working closely with agencies at the federal, state, and local levels.

JOHN W. GROSSKOPF P.E., DEE

Mr. Grosskopf is the president of Environmental Resources Engineering, Inc. and the founding principal of The ISONetwork. He specializes in helping firms achieve superior environmental and business performance through the application of best industry and commercial practices, environmental management systems (including ISO 14001), and beyond compliance activities, including sustainability. John is a professional with over 27 years of comprehensive experience in environmental engineering and program management. John received his bachelor’s degree in Civil Engineering from Ohio State University in 1975, is a registered professional engineer and is a Diplomate of the American Academy of Environmental Engineers (DEE) with certification in Hazardous Waste Mangement. John is currently the President of the Rocky Mountain. Association of Environmental Professionals and is involved in a number of industry-leading initiatives nationally.

TAKA KIMURA, P.E.

Mr. Kimura is a senior bridge engineer at Parsons Brinckerhoff with 12 years of experience. He has worked in 10 states and Japan on a wide variety of projects. In addition to designing new bridges, Kimura’s experience includes bridge inspection, forensic engineering, seismic retrofits of multiple bridges in California, and numerous bridge replacements and widenings. In addition to serving as chair of the Structures Committee for the Colorado Section of ASCE, he is also active in the American Council of Engineering Companies (ACEC), the Precast Concrete Institute (PCI), and the American Road and Transportation Builders of America (ARTBA).

DEBORA J. MILLER, P.E., Ph.D.

Dr. Miller is a geotechnical engineer with over 18 years experience in consulting practice, plus several years of experience in academic research and university teaching. She currently leads Gannett Fleming’s dams and geotechnical engineering practice in the western region. Dr. Miller has designed new dams, as well as dam safety-related modifications for several important dam projects in the Rocky Mountain region, with construction costs ranging from less than $500,000 to over $50 million. In addition to dam engineering expertise, Dr. Miller also has significant experience in geo-environmental engineering for projects involving design of hazardous waste disposal facilities and remediation of mined lands. She has authored numerous technical papers on dams and other topics, and is co-author of a textbook on design of foundations and pavements for expansive soils, which was the subject of her graduate research. She has a Bachelor of Science in Civil Engineering from University of New Mexico, and Bachelor of Science and Ph.D. in geotechnical engineering from Colorado Master University. She serves on the board of directors of the United States Society on Dams (USSD), is chairwoman of USSD’s Committee on Materials for Embankment Dams, and is also active in ASCE and the Association of State Dam Safety Officials.
