From the Editor...

Dear Fellow Engineers:

The September meeting in Yakima on September 24 was a great meeting. Mustafa Mohamedali of Union Gap put it all together at the Sea Galley Restaurant. Speaker Mr. Todd Trepanier presented very effectively, the multitudes of transportation infrastructure problems of our roadway systems and difficulty in obtaining the funding for improvements and expansions. He also touched on the statewide referendum R-51 which will be put to ballot on November 5, 2002. We will have a special discussion on R-51 by Mr. Mark Kushner, Manager of Transportation, Benton/Franklin Council of Governments. This will be held at the Royal Hotel in Richland on October 16 (please see announcement on page 1 of this newsletter). Transportation issue has attained a national attention now. ASCE national President-Elect, Mr. Thomas Jackson, testified at Senate Hearing on Federal Highway Program on September 30. In his testimony, Jackson outlined ASCE's concerns with the present state of the nation's highways and provided recommendations regarding the reauthorization of the Transportation Equity Act for the 21st Century (TEA-21) including raising the user fee on gasoline by six cents per gallon to increase funding for highway and transit related projects. Senator George Voinovich (R-OH) acknowledged that while he would lament increasing costs to motorists in the form of a user fee increase, the current state of the nation's highway system necessitates an increase in revenue to prevent any adverse impact on the country's economy. Complete text of Mr. Jackson's testimony.
