Project: COCD Dayton Housing Development

Location: Dayton, Ohio

Summary: Cross Over Community Development (COCD) is a nonprofit based in Dayton, Ohio that was created to support immigrants and refugees in re-establishing high-quality lives. One of the biggest hurdles that immigrants and refugees face is finding safe and affordable housing. COCD will be acquiring vacant land from Montgomery County Land Bank and would like to develop affordable housing options on the vacant properties for the immigrants and refugees that they serve. This development could be single family homes and/or multi-family homes.

Scope of Work: COCD needs engineering expertise to further develop their plans for the housing options. This may include: Preliminary engineering reports for land use and development, alternatives analysis of housing designs/construction, cost analysis, architectural floor plan designs, grant application assistance and training. 

Further scope of work information: The scope of work may include:

  • Preliminary engineering report for the housing development plans (schematic and concept)
  • Alternative analysis (ex. use of imported construction either light steel prefabricated homes or precast concrete prefabricated houses)
  • Cost analysis report
  • Architectural floor plan design with incorporation into business plan
  • Assistance with grant applications
  • Technical training

Problem to be solved: COCD will be provided vacant properties by Montgomery County Land Bank for their use in the development of affordable housing options for immigrants and refugees. These developments may be either single family homes that are rent-to-buy or multi-family homes. COCD needs engineering expertise to further develop their plan so that they can seek and obtain funding for the developments.

CECorps is a program that was started in 2014 by an alliance between ASCE, the American Water Works Association (AWWA) and Engineers Without Borders USA (EWB-USA). CECorps advances local infrastructure solutions by providing pro-bono engineering services in partnership with communities that need it most. Members of these three organizations can volunteer their time and expertise to assist communities that do not have the resources to access engineering services in a traditional manner.
