As you elect your = 2006-2007=20 Section and Branch officers, the Geographic Services staff would like to = remind=20 you to complete the Leadership Report, found at ftp://= gsd.asce.org/Section_Branch%20Resource%20Documents/

and submit it to the = Geographic=20 Services Department. Geographic Services uses this information to = facilitate the=20 flow of correspondence to your Section and Branch officers and include = your new=20 slate of officers in the 2007 Official=20 Register.

National Capital Section Forms Sustainability = Committee=20

Last summer, the National Capital Section = (NCS) Board=20 of Directors authorized the formation of a sustainability committee.

The Committee=92s main goal is to promote sustainable development = principles=20 through professional development and outreach activities in the National = Capital=20 region. I am happy to report that our first year of existence had = a good=20 and enthusiastic start. Several members of the NCS quickly joined = our=20 Committee and helped plan and organize the year=92s events. The = Committee=92s=20 activities included committee executive meetings in-person and=20 via-conference-call in September, December, and March, a joint meeting = with the=20 National Committee on Sustainability in May, hosting technical talks and = lectures in December and June, and developing a =91Sustainable = Developments=92=20 column for publication in the NCS newsletter. Following are brief=20 descriptions of our Committee=92s highlight activities for the past = year:

NCS Section Meeting, June 2006. Theme: = Sustainable=20 Infrastructure =96 PERSI. Speaker: Dick = Wright,=20 Ph.D., P.E., Hon. ASCE. The talk was an introduction to an = ambitious=20 ASCE-led multi-organizational initiative called PERSI: Practice, = Education and=20 Research for Sustainable Infrastructure. The Committee also = hosted a=20 representative from Virginia Sustainable Building Network, http://www.vsbn.org/, who set up an=20 informational booth during the Section meeting=92s social hour. = This=20 meeting was particularly well attended for a summer meeting and was = attended=20 by over 70 people; the meeting was held jointly with the Northern = Virginia=20 Post of ASME.

Committee Luncheon Meeting, December 2005. Theme: = Alternative Commute Program. Speaker: Mr. Nicholas = W.=20 Ramfos, Chief, Alternative Commute Programs, Commuter = Connections,=20 National Capital Region Transportation Planning Board, http://www.commuterconnectio= ns.com/. =20 The luncheon was held at the Metropolitan Washington Council of = Governments=20 (MWCOG) in D.C. Mr. Ramfos spoke to attendees on how to provide a = variety of=20 transportation choices through the Commuter Connections = program in=20 the Washington area.

P3 Awards/National Sustainable Design Expo, May 2006=20 - For the second consecutive year = asce=20 participated in the P3 Awards event ("P3" denoting "People, = Prosperity,=20 Planet"), a student national design competition focused on = sustainability in=20 Washington, D.C., on the National Mall. http://es.epa.gov/ncer/p3/. = The=20 NCS Committee planned and hosted an ASCE booth at this event, in = collaboration=20 with the National Committee on Sustainability, that provided = information about=20 the Society's activities in the area of sustainable development, in = particular=20 the work of its National Committee on Sustainability and the = development of=20 PERSI =96 Practice, Education and Research for Sustainable = Insfrastructure.=20 Special note to ASCE student chapter advisors: The 4th P3 = competition=20 is now open for applications; The competition closes on December 21,=20 2006. Check out the web site!

Looking ahead, we want to build on an = exciting first=20 year and are planning a variety of activities. These will include=20 conducting at least one field trip to showcase unique low impact = development=20 (LID) systems or innovative recycling programs in the Washington area, = hosting a=20 second sustainability-theme Section meeting, conducting one to two = additional=20 brownbag technical/informational sessions, and returning to the DC Mall = in May=20 for the 3th Annual P3 Awards event to promote ASCE=92s leadership = in=20 sustainability.

We have also been working with the National ASCE Committee on = Sustainability=20 to prepare a set of guidelines for ASCE Sections and Branches to develop = local activities and programs for sustainable engineering education = and=20 practice, drawing upon our early Section experience and the work of the = National=20 Committee. Our goal is to produce the guidelines jointly in the spring = of 2007,=20 and to distribute them to all ASCE Sections and Branches.

In the meantime, we would greatly appreciate hearing about your = Section's=20 activities, issues, needs and ideas related to sustainability. Your = feedback=20 will be most helpful to us in developing a practical and useful set of=20 guidelines. The ASCE Committee on Volunteer Community = Service,=20 the Illinois Section, and Rebuilding Together=AE, an organization = devoted to=20 revitalizing houses for low-income homeowners, proudly announce their = fourth=20 annual community service event at the annual conference.

This year we will be working with the Valentine Boys and Girls Club = to make a=20 difference for youth in Chicago. Our goal is to improve the = functionality=20 and appearance of the Club. The work scope may include painting, = repairing=20 ceiling tiles, replacing floor tile, and removing cabinets.

The Valentine Boys and Girls Club is located at 3400 South Emerald = Avenue in=20 Chicago, Illinois and serves over 2,000 members annually. The = mission of=20 the club is to enable all young people to reach their full potential as=20 productive, caring, and responsible citizens. Programs at the = Valentine=20 Boys and Girls Club include an after school program, homework help, = computers,=20 arts and crafts, sports, swimming, exercise, tutoring, mentoring,=20 prevention/intervention programs, and daycare.

Opportunities to Serve on Professional = Practice=20 Committees

Would you like to get more involved in ASCE = and in=20 shaping the future of the Civil Engineering profession? ASCE=92s = Committee=20 on Professional Practice is looking for new and corresponding members to = serve=20 on six of its ten constituent committees. Serving on a national = committee=20 gives you a unique opportunity to influence the profession, affect = ASCE=92s=20 policies at the national level, and network with other civil engineers = who=20 practice in the public and private sectors.

Full members and corresponding members are being sought for the = Committee on=20 Continuing Education, Committee on Employment of Civil Engineers, = Committee on=20 Leadership and Management, Committee on Licensure and Ethics, and the = Editorial=20 Board for the Journal of Management in Engineering. You = can begin=20 as a corresponding member to learn more about a committee, and then = transition=20 to a full member position. Committee on Employment of Civil Engineers =97This committee develops = policies,=20 procedures and standards for conditions of employment taking into = account the=20 economic, social and ethical issues in the profession. The = committee=20 discusses and may report on current issues and trends that affect = employment of=20 civil engineers. It is looking for ASCE members from firms that = work=20 internationally to participate as corresponding members.

Committee on Leadership and Management =97This committee strives to = increase=20 civil engineers=92 expertise and awareness in leadership and management = with=20 programs and awards. It is currently seeking ASCE members to = participate=20 in developing leadership and management courses for younger ASCE = members. =20 The leadership and management courses will target development of = professional=20 practice skills and are intended to provide Professional Development = Hours for=20 society members.

Committee on Licensure and Ethics =97This committee promotes the = licensure of=20 civil engineers and ethics in civil engineering practice through = programs,=20 policies, and procedures. It is seeking ASCE members with state = licensing=20 board or NCEES experience to serve as full committee members.

Editorial Board for the Journal of Management in = Engineering=97This=20 committee helps to broadcast techniques, practices, research, and events = relating to engineering management through ASCE media. The Board = is=20 looking for two ASCE members to serve as full members of the Editorial = Board for=20 ASCE=92s Journal of Management in Engineering. Members = should have=20 experience with writing and reviewing journal papers for ASCE or other = technical=20 journals. Also, experience as an editor or associate editor would = be=20 helpful.

Committee on Peer Review for Public Agencies =97This committee = maintains and=20 updates the Peer Review for Public Agencies Program, a program designed = to help=20 all public sector engineering, construction, and operations agencies = improve the=20 management and quality of their services. It is currently seeking ASCE = members=20 who are interested in serving as peer reviewers. Peer reviewers = need to be=20 professionally licensed and have public agency experience of more than = 15 years=20 with at least five years in a senior management position.

FTP Hint =96 Retaining Current Members

Remember, members won't automatically renew their membership each = year - they=20 need to see the value of being an ASCE Section or Branch member! Take an = opportunity to communicate ASCE's value.

Use your membership data to encourage members to renew their = membership=20 during the renewal period to avoid being dropped. Field "AU," titled = "Last=20 National Dues Paid Year," indicates the last year a member paid dues. = Any member=20 that does not have "2005" or "2006" in this column will be dropped in = March.=20 Most of the members that will be dropped will have either "2005" or = nothing in=20 this column (upgraded Student Members who did not ever pay dues).

African American Slaves Honored at Dismal Swamp = Canal=20 Freedom Symposium 2006

ASCE=92s Committee on Diversity and Women = in Civil=20 Engineering (CDWCE) awarded a plaque of recognition to the Slave = Descendants=20 Freedom Society at the Freedom Symposium 2006 on Aug. 3 in Portsmouth, = VA. =20 The plaque was presented to Freedom Society co-founders Lisa and Eric = Sheppard=20 by ASCE member Christina Ammens, E.I.T., Norfolk Branch, to honor the = enslaved=20 and freed African-Americans who hand-dug the Dismal Swamp Canal more = than 200=20 years ago. The 22-mile waterway, located in portions of = Southeastern=20 Virginia and Northeastern North Carolina, was designated a Historic = Civil=20 Engineering Landmark by ASCE in 1987. The Slave Descendants = Freedom=20 Society, Inc. is a non-profit organization dedicated to honoring the=20 unrecognized labor contributions made by enslaved and freed = African-Americans=20 toward the building of the United States of America.

Civil engineering touches virtually every = aspect of=20 our daily lives, and when journalists are insightful and judicious in = their=20 reporting, citizens can play a more informed role in the infrastructure = debate=20 that shapes their communities. That is why ASCE feels it is important to = honor=20 outstanding news coverage that has enhanced the public=92s understanding = of the=20 role and impact civil engineers and civil engineering have on designing=20 solutions for clean water, transportation, the environment and other = public=20 works projects.

Earlier this month you received copies = of a new,=20 all-in-one nomination packet, designed to make entering a story easier, = and to=20 encourage participation in this important program. The new streamlined = process=20 for nominating an eligible story simply requires filling out the = abbreviated=20 entry form, tearing it off of the return envelope, putting the form and = a single=20 copy of the article or the broadcast segment into the preaddressed = envelope and=20 dropping it in the mail. No more duplicate copies, no more preparing=20 recommendation letters. The New Faces program highlights the = interesting and=20 unique work of young dynamic engineers, two to five years out of school, = and the=20 positive impact of their achievements on society. These young = professionals will=20 be recognized during National Engineers Week, Feb. 18-24, 2007. This important workshop, scheduled for Thursday, October 19, = 2006 in=20 Chicago, IL, is designed to provide an overview of federal disaster = response=20 programs and key considerations during recovery and mitigation = operations.
