PRESIDENT'S COLUMN

The summer break is just about over, and I look forward to seeing you all at our next Section meeting. This will be a great opportunity to listen to a senior state legislator, Jim Horn and ask him questions about important civil engineering issues to be discussed during the next legislative session. I hope you all make this important meeting to express your opinion. Jim is an engineer and should be receptive to our ideas.

The Section committees have been very active this past year. If you haven't already, please check our Web page, especially the Infrastructure, Transportation and Urban Planning Committee's Report Card on Puget Sound area infrastructure. Teams have been identified in ten infrastructure categories and they will be active researching these infrastructure areas to develop a grade. The committee will be providing these grades to the local media and certainly to our state legislatures to help them focus on important areas needing funding. Ron Borowski has done a terrific job in organizing this infrastructure task committee project, which is funded by a National ASCE grant.

I want to take this opportunity to extend my thanks to James Wilhoit who has done a tremendous job as the Section's public information chair this past year. This position had been vacant during the past year and James stepped in and provided a lot of enthusiasm and knows how in keeping the media informed on just about every Section activity over the past year. Dave Schwegel is replacing James and is already displaying James's enthusiasm.

As I am writing this article, the Water Resources and Environmental Technical Group is hosting an International Water Resources Engineering Conference with over 600 attendees. The local host committee, chaired by Ray Walton, has done a tremendous job in making this conference a success.

During mid-June, the University of Washington's Student Chapter placed fourth at National's Concrete Canoe Competition. This highly competitive event invited the top 25 schools around the country to race a concrete canoe they designed, built and marketed to a panel of judges. This is a slight improvement over the U-dub's fifth place finish from a year ago. Congratulations Dawg's.

If anyone is interested in participating in various committees during the 1999-2000 year please contact me. There are many committees and many generally begin in September after the summer break. One committee in need of a coordinator is the Section's 150th Anniversary committee. This person will be the Section's single point of contact for information from National's 150th Anniversary committee and be a sparkplug to inspire other Section and Branch members to take advantage of this once-in-a-lifetime opportunity. The Anniversary Coordinator will be the key individual in planning local events to coincide with the national celebration. This person should have energy, enthusiasm and be willing to make a three-year commitment. There will be a coordinator's training session at the ASCE Annual Convention in Charlotte and local anniversary coordinators will be reimbursed by National for travel, in accordance with ASCE Policy. ON-SITE WASTEWATER TREATMENT SYSTEMS DESIGNER LICENSING

Washington Senate Bill 5821, an Act relating to professional designers of on-site wastewater treatment systems was recently passed by the legislature. The Act establishes a statewide licensing program to create uniformity for all persons who design such systems and for health department plan reviewers. Applicants for licensure under the Act, must pass a written examination administered by the Board of Registration for Professional Engineers and Land Surveyors, have a high school diploma, and a minimum of four years of experience. Licensed professional engineers who perform design work in this field are exempt from any further licensure. For over ten years the Seattle section, through its Professional Practices Committee members, Alan Murray and Bob Seabloom, has participated in the sometimes very contentious negotiations that led up to the passage of the Act. Both agree the resulting legislation, which will permit the limited practice of engineering by qualified individuals who are not registered engineers, is fair and just for all parties concerned.

UW OFFERS ON-SITE WASTEWATER TREATMENT SHORT COURSE AND EQUIPMENT EXHIBITION

The University of Washington, Department of Civil and Environmental Engineering and the Washington State Health Department are sponsoring the tenth Northwest On-site Wastewater Treatment Short Course and Equipment Exhibition to be held at the University of Washington on September 20-21, 1999. First presented in 1976, the course has provided a venue for national and international experts to present current research and new information related to the small-scale decentralized sewer and wastewater treatment concept. The importance of this method of wastewater treatment is demonstrated by the fact that it is used in approximately one in every four homes in North America. The steady growth of this conference has made it one of the premier meetings of its kind in the United States. The 1999 meeting features experts speaking on the following topics: wastewater microbiology; virus transport in soil; overview of disinfection; drip irrigation systems; nitrogen issues; vacuum sewers; re-use of treated wastewater; constructed wetlands; renovating sand filters; textile fiber media technology; and Washington State designer legislation. In addition, wastewater treatment product suppliers will be on hand for the equipment exhibition. Don't miss this opportunity to learn about the new developments and technologies in this rapidly advancing field!
