Section / La Quinta Inn Capitol Lake / Deschutes Estuary Restoration Study Ecology is completing a water quality study of Budd Inlet and Capitol Lake that uses a combination of data collection and water quality model development. Both water bodies do not meet the water quality standards, and the Clean Water Act requires that a Total Maximum Daily Load study be conducted to quantify how much nutrients need to be reduced within the system. Capitol Lake in Olympia drains to Budd Inlet via a complex dam/inverted siphon structure. The Washington State Department of General Administration is considering removal of this hydraulic structure to circumvent expensive dredging of sediments that accumulates in the lake. Ecology evaluated the impacts of dam removal in terms of changes in DO in Budd Inlet and Capitol Lake. A three-dimensional hydrodynamic-water quality model of Budd Inlet (previously completed by LOTT) was connected to a new 3-D model of Capitol Lake and calibrated to observed data. Several scenarios of point and non-point sources at different nutrient and organic loads were evaluated with and without the dam to evaluate the impact on dissolved oxygen. The estuary option (i.e. without the dam) appears to provide decreased incidents of DO excursions of water quality standard for both the Budd Inlet and Capitol Lake areas. Mindy Roberts received a BS in Civil Engineering from the University of California, Berkeley in 1989, and a MS in Civil and Oceanographic Engineering from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution in 1992. She earned a Ph.D. in Civil and Environmental Engineering from the University of Washington in 2007. She is a registered professional engineer in the State of Washington and Commonwealth of Massachusetts. She has worked as an environmental engineer at the Department of Ecology since 2000. Anise Ahmed is an environmental engineer with Washington State Department of Ecology. He received his BS in Civil Engineering from Bangladesh University of Engineering and Technology in 1980. He earned his MS in Environmental Engineering from Wayne State University in 1985 and his Ph.D. in Environmental Engineering from Utah State University in 1990.
