Newsletter

The Iowa Section publishes an eNewsletter on a regular basis and distributes to our members and other interested parties via email. Past newsletters are available for the current and last calendar year.

Awards

Every year, Iowa Section members are encouraged to nominate fellow members and projects for the awards showcased below. Nominations are due July 15th, 2025, with recipients announced and honored at the annual meeting in September.  Nomination forms are available in both Microsoft Word format and as an online form below. Please contact Dave Mulholland with any questions about eligibility or the nomination process. Thank you to all of the outstanding past award recipients who are going above and beyond on a daily basis to advance the civil engineering profession.

Iowa Section AwardPast Award Recipients
Special attention should be granted to the Iowa Section Award as it is the highest award given to an individual by the Iowa Section of ASCE. It is given to an engineer who has made outstanding contributions to his or her profession, public welfare and/or humankind. It is only awarded once every three years and is a high honor. This recognition is awarded annually to member of the Iowa Section of ASCE who:

  • is less than 35 years of age on June 1 of the year of the award
  • and who has been an Associate Member for at least three years
  • and who is judged to have attained significant professional achievement, by the degree to which the candidate has shown:

Outstanding Government Civil EngineerPast Award Recipients

Awarded annually to a licensed civil engineer (P.E.) within the geographical boundaries of the ASCE Iowa Section, with preference given to an ASCE Member of Fellow (excluding Honorary Members) who has attained this status for at least five years, and who is judged to have contributed substantially to the status of the engineering profession by:

  • An established reputation for profession service, with exemplary professional conduct in a specific outstanding instance.
  • Significant and lasting achievement in improving employment conditions under which civil engineers serve in public and private practice.
  • Significant contribution toward improving the professional aspects of civil engineering education.
  • Professional guidance of qualified young people who seek civil engineering as a career; and professional development of young civil engineers in the formative stage of their career.
  • Other evidence of merit by which the candidate has advanced Society objectives.

President: David Blanco, P.E.
David is a Project Engineer for Shoemaker and Haaland Professional Engineers in Coralville, Iowa. He graduated from the University of Iowa in 2010 with a BS in Civil Engineering. Active in ASCE as a student, he was a 4-year member of the steel bridge team with 2 as a captain, and on the concrete canoe team during his senior year. He later spent three years in Washington, D.C. designing high rise buildings and participating in the Structural Engineering Association-Metro Washington Young Members Group as a board member. Upon returning to Iowa, he joined the ASCE Eastern Iowa Young Members Board. During his career in Iowa he has primarily worked on large scale industrial facilities, designing foundations of all types and the above ground structures.

 Coordinating Director: Jon Puls, P.E.
John is a Project Manager for HNTB. In his role, he works with state and local transportation departments to design and deliver infrastructure projects large and small. John graduated from Iowa State University with a BS in Civil Engineering in 2007 and a MS in Civil Engineering in 2008. John has been a practicing geotechnical engineer for the past 13 years with roles in design, project delivery, project management, and business development. His experience includes roles in design and construction. He has been an active member of the ASCE Iowa Section since 2021.
 Membership Director: Ryan Morgan, P.E.
Ryan is a Senior Principal and Regional Manager of Geotechnical Services for Terracon Consultants, Inc. based in Des Moines, Iowa. He graduated from Iowa State University with a Bachelor of Science degree in Civil Engineering, Master of Science degree in Geotechnical Engineering, and a Master of Business Administration degree. Ryan is a licensed professional engineer in the State of Iowa. Ryan has experience with geotechnical projects of varying types throughout Iowa. In his free time, Ryan enjoys being outside, doing home improvement projects, and spending time with his wife, eight year old daughter, and five year old son.
 

Associate Director: Ron Knoche, P.E
Ronald R. Knoche graduated from the University of Iowa with a BS in civil engineering in fall 1996. After graduation, Ron started his career in Tipton at the Cedar County Secondary Roads Department as assistant county engineer. In 1999, Ron joined the Engineer Division staff for the City of Iowa City as a civil engineer, and was promoted to senior engineer in 2001, to city engineer in 2003, and to his current role as Public Works director in 2015. In this role, Ron leads the Engineering, Equipment, Resource Management, Streets, Wastewater, and Water Divisions.

Ron has served on the Statewide Urban Design and Construction Specifications Board of Directors, the Iowa Highway Research Board, the American Public Works Association Iowa Chapter Executive Committee, and the American Society of Civil Engineers (ASCE) Iowa Section Board of Directors.

In his University of Iowa engagement, Ron has served as a member of the Civil Engineering Advisory Board, a practitioner advisor to the University of Iowa ASCE Student Chapter, and a professional advisor to the University of Iowa Tau Beta Pi Chapter.

In his community engagement, Ron has served on the Little Hawks Booster Club Executive Committee, the Iowa City Athletic Booster Club Executive Committee, and the Little Hawks Softball Club Executive Committee. He also officiates high school basketball.

 Secretary: Dallas Schechinger, PE
 Financial Officer: Kevin Arp, P.E.
Kevin is a Principal Transportation Engineer for Kirkham Michael in Urbandale, Iowa. He graduated from Iowa State University in 1990 with a BS, and 1999 with an MS, in Civil Engineering (Structures). Kevin is a licensed professional engineer in Iowa, Kansas, Nebraska, and South Dakota with over 30 years of experience in bridge and roadway design, including the first single- point urban and diverging diamond interchanges built in the State of Iowa. He spends his free time following Iowa State University athletics, bicycling, golfing, and playing pickleball.
 
 Communications Officer: Michelle Riedinger, P.E.
Michelle is a Senior Facilities Design and Construction Manager with the City of Iowa City. She graduated from the University of Iowa with a BSE in Civil Engineering in 2016. Michelle's professional experience includes utility distribution tunnel design and assessment, education facilities and assessment of existing structures. In her free time, she enjoys ringing handbells with a local choir and exploring state parks.
 
 Past President: Dave Mulholland, P.E.
Dave is an Iowa native with a bachelor of science degree in civil engineering from Iowa
State University. He is currently employed as a civil engineer Snyder and Associates, Inc in Ankeny, Iowa. Dave has 28 years of experience in various aspects of civil engineering including preliminary bridge design, hydraulic\drainage analysis and design, water supply engineering, street and highway transportation design, residential and commercial development, construction review services and structural design for water and wastewater facilities.
 
 

Region VII Governor: Jenifer Bates, P.E.
Jenifer is an Urban Transportation Engineer at Iowa DOT in Ames, Iowa. She has been a member of ASCE for close to 30 years, starting with the student chapter at Iowa State
University and continuing throughout her career. Over the past 17 years she has served in
many roles on the Board of Direction, including President of the Iowa Section in 2009. Jen has been involved at the Region level as well, currently serving as Iowa Section's Region 7 Assembly Delegate.

Congressional Delegations, participated in Iowa Section’s launch of the 2015 and 2019 Infrastructure Report Cards, supporting ASCE’s technical conferences, volunteering with various K-12 outreach activities, as well as many other events and activities…all with the intention of advancing and promoting the Civil Engineering profession in Iowa. Jenifer was awarded the Iowa Section’s Outstanding Civil Engineer Award in 2013 and most recently the Iowa Section Award in 2021.

 Region VII Assembly Delegate: William Mabuce, P.E., PO, ENV SP
Bill is the Principal Engineer of Water Distribution and Development for West Des Moines Water Works. His duties at the Water Works include engineering design and construction oversight of water infrastructure within the City of West Des Moines, utility locating, and supervision of engineering technicians. Prior to joining the Water Works in 2013, he worked for ten years at private consulting firms. He earned a bachelor's degree in civil engineering from the University of Minnesota, a Bachelor of Arts degree from Luther College, and a Master's degree in Business Administration from the University of Iowa. In addition to his engineering license, Bill holds a Grade 4 Professional Operator certificate, and both Grade 4 Water Distribution and Grade 3 Water Treatment licenses from the State of Iowa. Bill is also a past president of the Iowa Section and the CIYMG.
