2025 Report Card for Ohio's Infrastructure Shows Progress, But Challenges Remain
The American Society of Civil Engineers (ASCE) Ohio Council of Sections has released its 2025 Report Card for Ohio’s Infrastructure, and there’s a bit of good news: Ohio’s overall grade has improved to a ‘C’, up from a ‘C-’ in 2021. That puts the Buckeye State on par with the national average, according to ASCE’s recently released national report. The Ohio Council of Sections released their report at the state capitol building in Columbus, Ohio assessing seventeen infrastructure areas: Aviation, bridges, dams, drinking water, energy, hazardous waste, inland waterways, levees, parks, ports, rail, roads, schools, solid waste, stormwater, transit, and wastewater.
“Infrastructure impacts every Ohioan, every day,” said Charles Sawyer, P.E., chair of the 2025 Report Card for Ohio’s Infrastructure. “This report card is a call to action to ensure our systems are safe, resilient, and ready for the future.”

Matthew D. Gramza, P.E., F.ASCE, BC.WRE, CFM, CPESC

Matt Gramza is a Board-Certified Water Resources Engineer, Certified Floodplain Manager, and Certified Professional in Erosion and Sediment Control with more than 30 years of
experience with a focus on Dam Safety. Mr. Gramza has a Bachelor of Science in Civil Engineering from the University of Cincinnati and is registered as a Professional Engineer in five
states. He currently serves Bray Construction Services, Inc. as Director of Engineering. His project experience in dam safety includes assessment, rehabilitation and new dam design,
hydrology and hydraulics, dam breach analysis, and emergency action planning in the public and private sectors.
The meeting schedule is as follows:
- 5:30pm - Registration begins
- 6:00pm - Presentation begins at CEC's office
- 7:15pm - Dinner at MadTree Parks & Rec

The cost to attend the meeting is as follows:
- ASCE Members - $25
- Non-Members - $35
- ASCE Student Members will be FREE
