January 2019 – DOE On-site Waste Disposal Facility in Piketon, Ohio
The ASCE Cincinnati Section held the first meeting of 2019 with a presentation about the United States Department of Energy (DOE) On-site Waste Disposal Facility (OSWDF) at the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. The presentation was be given by Dr. Jyh-Dong (J.D.) Chiou, Director of Environmental Remediation for Fluor-BWXT Portsmouth, LLC. The meeting was be held at Terracon’s Cincinnati office near Lunken Field.
Fluor-BWXT Portsmouth, LLC is the Environment Remediation Contractor at DOE’s 3,800-acre Portsmouth Gaseous Diffusion Plant (PORTS) in Ohio. The soil and groundwater remediation plan for the PORTS site includes the design and construction of an OSWDF with a capacity over 5 million cubic yards. The presentation addressed the siting, design, construction, and planned operation of a 5-million-cubic-yard OSWDF. The OSWDF will accept low-level (radioactive) waste and mixed low-level (radioactive) waste from the PORTS Decontamination and Demolition (D&D) Project.
Dr. Chiou received his PhD from the University of Pittsburgh in 1988 and his B.S. degree from the National Taiwan University in 1983. Dr. Chiou has more than 30 years of experience in environmental management and remediation involving large industrial complexes as well as impacted surface and groundwater systems with chemical and radiological contamination. Dr. Chiou has managed projects for US Federal Agencies (DOE, DoD, and USEPA), state agencies, private industry, and international clients in Asia and Europe. He has managed projects at four former US DOE nuclear weapons complex sites: Fernald, Hanford, Savannah River, and Portsmouth. He previously led the planning and implementation of the environmental remediation and closure of DOE Site near Cincinnati, Ohio in 2006. The Fernald site included a 3-million cubic yard on-site disposal facility. Prior to joining Fluor in 1998 at Fernald, Dr. Chiou worked for Halliburton NUS.
