The closure of the West Seattle High-Rise Bridge in March of 2020 has had a profound impact on the communities around the bridge and the citywide transportation network.  This presentation will cover topics that include the following: bridge history, analytical techniques, structural health instrumentation, repair vs. replace cost benefit analysis, repair and replacement design, funding strategies, community engagement, traffic mitigation and equity impacts.

Matt Donahue: Mr. Donahue brings more than 30 years of capital project delivery, bridge design and inspection, engineering research and design consulting, remote field operations, and construction management, experience to his projects.  He has a broad background in business development, strategic planning, office and staff management, union negotiations, transportation, and environmental engineering with projects in bridge rehabilitation, cold region logistics and construction, structural and geotechnical earthquake resistant design, underwater structural inspection, Superfund site closure, water resource management, project controls, permitting and conflict resolution.  Mr. Donahue has been charged with lead and supervisory responsibilities performed under adverse conditions with several in an international setting.

Greg Banks: Greg is the managing director of the structures group within the Northwest Pacific District of WSP and also serves as a voting member of PCI’s National Bridge Committee. Greg has over 20-years of experience providing civil and structural engineering design and construction support services on transportation and bridge projects. Having been involved in the design of over 75-bridge projects, Greg is well versed in nearly all aspects of bridge and transportation projects, but specializes in cast-in-place post-tensioned segmental design and construction, accelerated bridge design and construction methods, and the seismic assessment and design of bridge structures.  He focuses on practical solutions that are buildable, biddable, and maintainable.

Brett Commander: Mr. Commander is a co-founder of BDI and has led the company’s research and application of structural testing, monitoring, and non-destructive evaluation for over 30 years. He serves as the Vice President of Engineering and as a principal engineer he holds professional engineering licenses in 22 states. While much of his work has been considered innovative research, his goal has always been to produce practical results towards structural evaluation. The scientific aspect of his work has been the utilization of the latest measurement and analytical tools. The art of his engineering has been in integrating those results with corresponding design codes and to communicate useful information to infrastructure owners.
