TOPIC: Project Connect, aka Scout Motors Facility, is a 1,340-acre site located in Blythewood, SC that is currently under development for an OEM electric vehicle automobile manufacturing facility. S&ME has been involved with the project since 2015 when the site was originally being assessed by Richland County Economic Development for a future industrial park. In 2022, Scout Motors/Volkswagen approached the State and work began in the site selection process. Over S&ME’s 7+ year involvement with the site, geotechnical, environmental, wetlands, protected species, cultural resources and construction services have been performed or are on-going. Our presentation will discuss the magnitude of the project and the complexity of the services rendered due to the site conditions, client specifications and regulatory agencies involved.
Matt Cooke, P.G., P.E. – Office Principal
Mr. Cooke has over 25 years of experience in the consulting and construction industry and has planned and executed numerous geotechnical/geologic explorations and studies for industrial, transportation, and energy related projects. He current serves as a senior project manager and office principal for S&ME’s Columbia, SC and Augusta, GA locations.
Chad Bruorton, P.E. – Principal Engineer
Mr. Bruorton has over 24 years of experience in the consulting industry and has planned and executed numerous geotechnical exploration and construction materials testing and inspection programs. He currently serves as a senior reviewer and principal engineer/project manager.
Chris Handley –Scientist/GIS Specialist
Mr. Handley has over 11 years of experience in the environmental consulting industry. He is proficient in conducting wetland delineations, environmental permitting activities, and protected species habitat assessments. He has executed numerous wetland delineations, 404/401 permits, and habitat assessments throughout South Carolina. He also provides GIS services for environmental projects across the S&ME footprint.
Kimberly Nagle, M.S, RPA – Principal Archaeologist
Ms. Nagle has over 25 years of experience in the consulting industry and has planned and executed numerous archaeological investigations. She specializes in prehistoric archaeology, cultural resource management, GIS, and artifact curation and provides these services across the S&ME geographical footprint.
