Elissa Smith, PE, PTOE, is a Deputy Program Manager at HDR with over five years of dedicated experience on the Lowcountry Rapid Transit (LCRT) project. Supporting the BCDCOG as the Federal Transit Administration project sponsor, she oversees complex coordination and program delivery. While her foundational expertise lies in Roadway and Traffic Engineering, Elissa has spent the last several years specializing in the evolving transit landscape. She holds a B.S. in Civil Engineering from the University of Maryland and an MBA from Johns Hopkins University. Outside of the office, she stays busy keeping pace with her husband, her two-year-old daughter, and their two high-energy lab-pit mixes.

 Bickley is a Project Manager in the South Carolina Department of Transportation’s Office of Alternative Delivery, where he oversees the procurement, design, and delivery of complex statewide design-build projects. With more than 16 years of experience at SCDOT, he has held key roles in Preconstruction as a Road Design Engineer, Geotechnical Engineer, and Project Manager. In 2015, he joined the Office of Alternative Delivery as the Assistant Design Manager. A graduate of Clemson University with a B.S. in Civil Engineering, Brooks is a licensed Professional Engineer in South Carolina and an Associate Designated Design-Build Professional. Outside of work, he enjoys traveling with his wife, daughter, and their two dogs.
