Carolina Crossroads Program Update - May 2022

The Carolina Crossroads Program is a ~$2 billion state infrastructure project that will provide a safer, more modern interchange design for the state's top interstate "pinch point," commonly known as "Malfunction Junction." The upgrade and modernization of the corridor is critical to the state’s economic vitality and will enhance the daily commute for thousands of South Carolinians. More than 134,000 vehicles travel through this area on a daily basis. The Carolina Crossroads Program includes 5 project phases, 14 widened interstate miles, 7 reconstructed interchanges, over 40 new bridges and 130 new lane miles. Phase 1 and Phase 2 construction is currently underway, with overall construction expected to go through 2029. This presentation will provide an overview and progress update.

Theodoros (Theo) Deligiannidis, PE - Senior Bridge Engineer, HDR 

Theodoros (Theo) Deligiannidis is a Senior Bridge Engineer in HDR’s Columbia, SC office. He is currently assisting SCDOT with the Carolina Crossroads Program, overseeing multidisciplinary criteria compliance reviews.

Theo has 14 years of experience in bridge design and analysis. He has overseen conceptual studies, preliminary and final design. He recently led the development of SCDOT’s Load Rating and Inspection Manuals and was PM for HDR’s portion of the SCDOT Statewide Load Rating Program.

Theo also currently serves on the ASCE Midlands Branch board. He is a licensed Professional Engineer and received his Bachelor of Science in Civil Engineering from the University of South Carolina and Master of Science in Civil Engineering from Virginia Tech. He lives in Columbia with his wife of 13 years and 4 children – ages 2, 4, 8, and 10.
