Resilience isn’t just about bouncing back—it’s about building forward smarter. This presentation will explore ResilientSC, a statewide initiative dedicated to strengthening community resilience through data-driven planning, strategic partnerships, and engineering solutions.
David Vaughn, Director of ResilientSC and Professor of Practice at Clemson University, will discuss how local governments, engineers, and planners can integrate resilience strategies to mitigate risks, enhance disaster preparedness, and create long-term sustainability. He will highlight innovative approaches, including GIS-based risk modeling, resilience funding strategies, and capacity-building initiatives that help communities prepare for future challenges.

David Vaughn has spent over two decades advancing resilience planning, disaster response, and sustainable development, with a mission to help communities prepare for and adapt to challenges through engineering-driven solutions. As Director of the ResilientSC initiative, he leads efforts to strengthen disaster preparedness, mitigate risks, and foster long-term resilience across South Carolina.
His background spans civil engineering, humanitarian efforts, project management, and academic leadership. For over 15 years, David has served as an industry advisor and now director for Clemson Engineers for Developing Communities (CEDC), mentoring students in designing real-world solutions for infrastructure resilience, both locally and in underserved international regions such as Haiti.
David’s work bridges the gap between technical expertise and community needs, making complex engineering challenges accessible and actionable for decision-makers. His presentations provide practical strategies for integrating resilience into engineering practice, ensuring that infrastructure, policy, and people work together for a more sustainable future.
