Congratulations to Leslie G. Boulton, PE, Commissioner of Public Works for Broome County, for being named the NYS Council's 2019 Outstanding Civil Engineer in Government. This award recognizes the engineering effort of government service civil engineers who further the advancement of the practice and profession of civil engineering. She is part of the membership committee and is Practitioner Advisor for the Ithaca Section. The award nomination form states, in part "As Commissioner, Leslie has exhibited great leadership, tremendous engineering judgment and has fostered a culture of excellence in the Public Works Department for Broome County...". A congratulatory letter from Bill Merwarth, Chair of the NYS Council and award plaque were presented to Leslie by Dave Kennicutt, NYS Council delegate in a brief ceremony on October 28, 2020 at the office of the Broome County Executive Jason Garnar, pictured above.
The New York State Council of ASCE annually recognizes commendable achievements and remarkable accomplishments of the civil engineering profession through its Awards program with 7 NYS Council awards. The awards recognize exemplary service, performance, and projects performed by ASCE members within New York State.

RUSSEL D. PORTER SERVICE TO ASCE
This annual award is to acknowledge an ASCE member who has rendered meritorious service and dedication to the profession and their Section or Branch, mentored younger Civil Engineers and students, and enhanced the public opinion and knowledge of the civil engineering profession.
OUTSTANDING CIVIL ENGINEER IN GOVERNMENT

OUTSTANDING CIVIL ENGINEER IN PRIVATE PRACTICE
This annual award is to acknowledge the engineering efforts of private sector Civil Engineers who further the advancement of the practice and profession of civil engineering.
OUTSTANDING YOUNGER CIVIL ENGINEER
This annual award is to acknowledge the engineering efforts of younger Civil Engineers who further the advancement of the practice and profession of civil engineering.
STUDENT CHAPTER AWARD
The annual award is to acknowledge a Student Chapter judged to have the most outstanding record during the academic year preceding the award. The award considers the scope and quality of the general performance of the selected Student Chapter as well as the vitality of student involvement.
OUTSTANDING CIVIL ENGINEERING PROJECT
The award is made annually for an engineering project that best illustrates superior civil engineering skills and represents a significant contribution to civil engineering progress and society. Honoring an overall project rather than an individual, the award recognizes the contributions of many engineers.
NYS HISTORIC CIVIL ENGINEERING LANDMARK
ASCE sponsors a Historic Civil Engineering Landmark program as a means of bringing deserved public recognition to historic civil engineering projects, structures, and sites. There are two award categories: National and State awards. The program is described on the ASCE national website.
