Wisconsin has been a leader in hazardous waste minimization and management programs. The DNR Green Tier Program is a nonregulatory voluntary program to support businesses, local governments and communities. Wisconsin generates 4.6 million tons of MSW, most of which is landfilled, and recycles more than the national average.
