Please join CSCE at our monthly meeting at Two Roads Brewing Company in Stratford, CT, on Wednesday, March 4, 2026. At this meeting, Gustavo Melo, P.E., and Richard Leso, P.E., will give a presentation on Replacing the WALK Bridge on the Nation’s Busiest Rail Corridor. This meeting is sponsored by the Fairfield County Branch of CSCE and attendees may earn 1 NYS PDH at this meeting.
The WALK Bridge Program is one of the region’s most ambitious and technically complex transportation initiatives. Anchored by the replacement of the 130‑year‑old Norwalk (WALK) River Railroad Bridge—a vital link on the Northeast Corridor—the program includes a coordinated series of major upgrades along the New Haven Line in Norwalk, Connecticut.
This presentation will provide an overview of the project and its related improvements, highlighting construction progress and key engineering, logistical, and site‑specific challenges involved in replacing an active railroad bridge over a navigable waterway while maintaining rail service.
Through visualizations and lessons learned, the session will show how the WALK Bridge Program is replacing a critical transportation asset and advancing CTDOT’s approach to planning and delivering large‑scale infrastructure projects.

Gustavo Melo, P.E. is a Supervising Engineer with the Connecticut Department of Transportation, bringing 17 years of engineering experience to his role. He holds a Bachelor of Science in Civil Engineering from the University of Connecticut. Over his 14-year tenure with CTDOT, he has served in the Office of Rails, Bridge Design, and District 5 Construction, contributing to a broad portfolio of bridge, facility, and rail projects. His experience includes key contributions to the Department’s bridge replacement program, and he currently oversees construction of the WALK Bridge and its associated projects.

Richard J. Leso, P.E., is a Project Engineer with CTDOT’s District 5 Construction unit and brings over eight years of experience in transportation and heavy civil construction. He holds a B.S. in Civil Engineering from the University of Massachusetts Amherst and began his career with MassDOT before joining CTDOT, where he has worked on a range of highway, bridge, facility, and rail projects. Richard currently oversees construction for the WALK Bridge Program’s TIME‑2 component, a key part of one of the region’s most technically challenging rail bridge replacement efforts.
