Please join CSCE at our monthly meeting at Two Roads Brewing Company in Stratford, CT, on Tuesday, March 19, 2024. This meeting is sponsored by the Fairfield County Branch of CSCE and features a presentation on the Rochambeau Bridges – I-84 over the Housatonic River by Christopher Hylas, P.E., and Tyler Parker, P.E., of Lochner. Attendees may earn 1 NYS PDH at this meeting.

This presentation will provide an overview of ConnDOT Project 0096-0201 for the superstructure replacement of the Rochambeau bridges (01218 & 04180) carrying Interstate 84 over the Housatonic River, bridging Southbury and Newtown, CT (Winner of 2023 Art Gruhn Excellence in Construction Award for project over $5 million.). This project was undertaken due to the non-redundant fracture critical design of the existing superstructures and the Department’s commitment to remove these types of structures from the State’s bridge inventory. In this project, CE&I services were provided by Lochner, the design was provided by WSP and the construction was completed by The Middlesex Construction Co.

Christopher Hylas

Christopher Hylas, P.E., Resident Engineer - Lochner                       

Christopher Hylas has over 40 years of experience in project management, design and construction engineering and inspection of highway and bridge infrastructure projects. Prior to the Rochambeau project, Mr. Hylas’ extensive project experience includes serving as Resident Engineer for the $260M Reconstruction of I-84 in Waterbury, CT , the $417M Pearl Harbor Memorial (Q) Bridge (Contract B), and for the $137M West Approach and Main Span Foundations (Contract B1) per-work for the Q-Bridge.

These contracts required multi-agency coordination as well as coordination with adjacent construction projects where he managed and supervised CEI staff, and helping to lead each of these projects to be completed under budget and ahead of schedule. Mr. Hylas has also had significant experience in the design office having managed Lochner’s design of the I-95/I-91/Route 34 Interchange project in New Haven, CT, which is adjacent to the Q Bridge. This design experience combined with his CEI experience provides him with unique project perspective, which he applies to constructability reviews performed for these and other projects for Lochner. 

Tyler Parker

Tyler Parker, P.E., Chief Inspector - Lochner

Tyler Parker is a Senior Bridge Inspector with Lochner's Connecticut CE&I office. He brings eleven years of combined design and construction inspection experience. Mr. Parker's construction inspection work encompasses extensive inspection of bridge decks, parapets (both cast-in-place and slip form), and LMC overlays. He also has experience with foundation and substructure work including pile driving, drilled shafts, footings, and column inspection, as well as rebar and post tension cable inspection on cast-in-place segmental bridges. While in the capacity as a structural design engineer his project experience includes traditional design-bid-build and design build methodologies for both highway and rail facilities.  

Tyler Parker is an alumni of the University of New Haven, holding both a Bachelor's degree in Civil Engineering and a Master's in Business Administration with a concentration in Strategic Leadership and Business Policy.
