091725 CSCE Dinner Meeting at UConn

Please join CSCE at our monthly meeting at the Graduate Hotel at the University of Connecticut, Storrs, CT, on Wednesday, September 17, 2025. At this meeting, Stephen Hall, P.E., Project Manager at the CTDOT will give a presentation on the latest Route 9 Middletown Projects. One (1) New York State PDH will be offered at this meeting. This meeting is co-sponsored by the CT Chapter of the ASCE Transportation & Development Institute and the ASCE Student Chapter at the University of Connecticut, Storrs, CT.
The Connecticut Department of Transportation (CTDOT) is planning to remove two traffic signals on Route 9, between Exit 22 near Silver Street in Middletown, CT, and Exit 25 at Route 99 in Cromwell, CT, to improve safety and reduce congestion. Connecticut Route 9 is a north/south running freeway except for a short section of non-freeway in the downtown Middletown area where it overlaps with Route 17. This section includes a 0.36-mile stretch of Route 9 through downtown Middletown where it overlaps with Route 17, featuring two signalized intersections that have been linked to frequent crashes and delays. Between January 1, 2021 and December 31, 2023, there were 505 crashes resulting in 161 injuries within the project area, with the intersections at Exit 23c (Washington Street) and Exit 24 (Hartford Avenue) experiencing the highest number of rear-end collisions. These signals cause not only congestion on Route 9, but also significant delays in downtown Middletown, especially in the North End and across the Arrigoni Bridge, where traffic flow is heavily impacted. The removal of these signals aims to alleviate safety concerns and improve traffic efficiency for commuters.
Stephen Hall, P.E., is a Project Manager with the Connecticut Department of Transportation with 12 years of experience in Highway Design. A proud Husky, Steve graduated from the University of Connecticut in 2010. He is currently managing the Route 9 Middletown program aimed at removing the traffic signals on the expressway and improving connectivity to the Connecticut River. Steve serves as the secretary of the CTDOT Roundabout Committee and considers himself a roundabout advocate. Most recently, Steve has been involved in the creation of the Complete Streets Controlling Design Criteria Directive – aimed at expanding the required pedestrian, bicycle, and transit provisions throughout the state. Steve is a 13 year veteran of the United States Marine Corps Infantry with three overseas deployments to Iraq and Afghanistan. In his spare time, his passions are brewing beer, running, and his Golden Retriever Martha.

Here is some information about parking for the meeting:
The hotel will leave the gate open to its parking lot between 5-6 p.m. for meeting attendees to park in its lot. If you arrive after 6 p.m., please stop at the hotel's front desk for a gate key to enter the lot. The map below shows the location of the parking lot next to (east of) the hotel.
After 5:00 p.m., UConn does not ticket. So, some meeting attendees will be able to park in front of the hotel. However, please do not park in the hotel's check-in parking spaces, which are the first row of parking spaces closest to the building. If anyone needs handicap parking, those spots will also be available after 5:00 p.m.
If the hotel's lot is full, the South Parking Garage is a short walk from the hotel and is located at 505 Jim Calhoun Way.
