Please join CSCE at our monthly meeting at the Graduate Hotel at the University of Connecticut, Storrs, CT, on Tuesday, September 10, 2024. At this meeting, Will Kresic, P.E., PTOE, Eric Nigosanti, P.E., and Joseph Balskus, P.E., PTOE, RSP1, of VHB will give a presentation on their UConn Science 1 Intersection Improvements project, which was the 2024 ACE Award Winner for Traffic Design. As part of the University of Connecticut’s landmark Northwest Science Quad project, the VHB team designed a unique hybrid roundabout—first of its kind on the Storrs campus. Right-sized to fit the constraints of a small hillside site across from a parking garage, the roundabout has transformed an intersection plagued by congestion and pedestrian safety issues into a safe and smoothly flowing connection to the new Science 1 building. One (1) New York State PDH will be offered at this meeting. This meeting is co-sponsored by the CT Chapter of the ASCE Transportation & Development Institute and the ASCE Student Chapter at the University of Connecticut, Storrs, CT.

Joseph Balskus, P.E., PTOE, RSP1

Joe Balskus is an Associate and Director of Transportations Systems in VHB’s Wethersfield, CT, USA office. For more than 35 years, Joe has been leading the technical design and managing progressive transportation systems and championing innovative traffic and safety accommodations in local communities. He has been a certified Professional Traffic Operations Engineer (PTOE) since 2001 and a Roadway Safety Professional Level 1 (RSP1). He was appointed as Chair of the ITE Roundabout Standing Committee for 2024 after serving as Vice Chair since 2021. For complete streets, Joe was appointed by the Connecticut Legislature in 2013 to serve on the Connecticut Bicycle and Pedestrian Advisory Board, the state’s Complete Streets advocacy quasi-public board, where he has served as Secretary since 2015. Joe has received numerous project and professional awards.

Joe has worked on the UCONN campus on several transportation, traffic and roadway design projects over the last two decades, preceded by his work on the Traffic Management Plan for the UCONN Football team playing at Pratt & Whitney Field at Rentschler Stadium. Locally, Joe spends his time exploring sustainable transportation and new technologies with his students at the University of New Haven where he serves as an Adjunct Professor teaching Transportation Engineering. He also has served on the Central Connecticut State University's School of Engineering Civil Engineering Advisory Board for the last 15 years. Joe walks the walk and bikes the routes that he studies and designs. He is an avid fat biker riding year-round off road as well as a triathlete, completing dozens of triathlons and half Iron Mans.

Will Kresic, P.E., PTOE

Will is a Transportation Engineer with VHB out of Wethersfield, CT.  His 8 years of industry experience includes traffic signal design, roundabout and roadway design, and streetscape and complete streets design. His expertise extends to transportation planning studies, as well as traffic operations analysis, roadway safety projects, and planning and corridor studies.  Will graduated from the University of Connecticut with a bachelor's degree in civil engineering and is a registered Professional Engineer and Professional Traffic Operation Engineer in the State of CT.  Residing in both Southington and Meriden, he remains an avid UConn fan.

Eric Nigosanti photo

Eric Nigosanti, P.E.

Eric is a Transportation Engineer with VHB out of Wethersfield, CT.  His 15 years of industry experience includes highway design, streetscape and complete streets design, multi-use trail design, as well as roundabout design, and roadway safety projects.  Eric graduated from the University of Connecticut with a bachelor's degree in civil engineering in 2009 and is a registered Professional Engineer in the State of CT. Outside of engineering, Eric can be seen jogging around the hills of Glastonbury.

Here is some information about parking for the meeting:

  • The Hotel will leave its parking gate open for meeting attendees to park in its lot. If that lot is full, the south parking garage is a short walk from the Hotel. The map below shows the location of the parking lot next to (east of) the hotel).
  • After 5:00 p.m., UConn does not ticket. So, some meeting attendees will be able to park in Area 1 spaces. However, the Hotel's check in spots must be left open and they are the first row of parking spaces closest to the building. 
  • If anyone needs handicap parking, those spots will also be available after 5:00 p.m.
