111825 CSCE Dinner Meeting at Quinnipiac University
Please join CSCE at our monthly meeting at Quinnipiac University, North Haven, CT, on Tuesday, November 18, 2025. At this meeting, David Mancini, P.E., Greater Hartford Mobility Program Chief at CTDOT, and Christian Nielson, ENV SP, Transportation Planner/Project Manager at AECOM, will give a presentation entitled, Visualizing the Future for Greater Hartford: Advancing Mobility Through the GHMP. Attendees may earn one (1) New York State PDH at this meeting. This meeting is co-sponsored by the CT Chapter of the ASCE Transportation & Development Institute and the ASCE Student Chapter at Quinnipiac University.
The Greater Hartford Mobility Program (GHMP) represents a bold investment in the future of transportation for the region. Building on the foundational work of the Greater Hartford Mobility Study (GHMS), the GHMP encompasses a suite of transformative infrastructure projects designed to improve connectivity, safety, and multimodal access across the region.
This presentation will provide a comprehensive overview of the GHMP’s evolution, beginning with the historical context and planning milestones that shaped the program’s vision. Attendees will gain insight into the status of the Core Components—including City Link, River Gateway, Founders Gateway, and the Route 2 to I-91 Direct Connection—each representing a critical node in the region’s mobility network.
We will explore the ongoing and upcoming work for the Core Components as well as also highlight a selection of early action projects which are currently being implemented. These smaller-scale interventions are already delivering tangible benefits and laying the groundwork for broader system integration.
Through visualizations, data insights, and strategic framing, this presentation will illustrate how GHMP is not only reshaping infrastructure but also redefining how Greater Hartford moves, connects, and grows.

David Mancini, P.E., Greater Hartford Mobility Program Chief, CTDOT
David Mancini has over 33 years of experience working for the Connecticut Department of Transportation. He has assumed various roles in his career which includes over 23 years of experience in the design, administration and management of FHWA transportation projects ranging from several million dollars to hundreds of millions of dollars. He also has experience working with FTA on the mainline and station designs for CT. Dave also served as the manager of the Consultant Selection Office for over 10 years where he enacted many changes to streamline the selection and prequalification process, instituted policy changes, and added transparency to the selection of consultants for the CTDOT. Most recently, Dave has assumed the role as the Greater Hartford Mobility Program Chief and oversees the implementation of numerous multi-modal projects and initiatives in the Hartford region.

Christian Nielson, ENV SP, Transportation Planner/Project Manager, AECOM
Christian Nielsen is a technical DPM and planning lead for the Greater Hartford Mobility Study/ Program (GHMS/P) with more than 8 years of planning experience, spending almost half that time working on Greater Hartford. Christian is a transportation planner and sustainability professional based in western Massachusetts. He holds master’s degrees in Regional Planning (MRP) and Sustainability Science (MS3) from the University of Massachusetts, Amherst, as well as a certificate in Climate Change, Hazards, and Green Infrastructure Planning. His experience includes preparing short- and long-term planning documents with a focus on improving the effectiveness of transportation systems.

From I-95 - Take I-95 to I-91 North. Drive 8.6 miles to Exit 12 (Washington Avenue). Turn right onto Route 5/Washington Avenue and follow for 1.5 miles. Turn right onto Bradley Street. Continue straight through the Bassett Road intersection. The entrance to campus is directly ahead.

Once people arrive at Quinnipiac, they can park in Visitor Parking or the North Haven Parking Garage (marked as Event Parking on the map above). Signage in this area of campus will direct visitors to the CSCE Dinner meeting, which will be held in Room MNH-105 that is close to the School of Medicine Entrance. People will be able to use either the School of Law Entrance or the School of Medicine Entrance to enter the building for the CSCE Dinner Meeting.
