Please join civil engineering students, friends, colleagues and CSCE members at our monthly meeting at CT State Community College Three Rivers, Norwich, CT, on Wednesday, September 23, 2026. At this meeting, Andrew Millovitsch, CTDOT Project Engineer, will give a presentation on the I-95 Interchange Improvements at Route 161 and Replacement of Bridge No. 00250 in East Lyme, CT. One (1) New York State PDH will be offered at this meeting. This meeting is co-sponsored by the CT Chapter of the ASCE Transportation & Development Institute and students & faculty at CT State Community College Three Rivers.
DOT Project No. 0044-0156 was awarded to Manafort Brothers Inc. on January 31, 2023, at a contract amount of $148,299,008.15. The 4-year project consists of a complete overhaul of the Exit 74 Interchange of Interstate 95, and a replacement of Bridge No. 00250 carrying I-95 over Route 161 in the town of East Lyme, CT. All the interchange on and off ramps have been improved and lengthened to provide acceleration and deceleration opportunities for traffic entering and exiting the interstate. Sight line issues that have existed in the past have been eliminated by the vast cut and fill operation that improved the profile of I-95 significantly. A permanent third lane is being added between Exits 74 and 75. The bridge has been doubled in length and width to accommodate a third lane on I-95 and widening to Route 161 below. Raised islands, improved drainage, increased pedestrian safety, and a new commuter lot are some of the highlights included on Route 161.
Environmental Engineering Industrial Advisory Committee (IAC) Meeting
Our dinner meeting will be preceded by a meeting of the Environmental Engineering Industrial Advisory Committee (IAC) at CT State Community College Three Rivers at 3:30 p.m. The Environmental Engineering Industrial Advisory Committee serves as a vital bridge between the classroom and the professional world. Its guidance ensures the program remains current, effective, and responsive to the evolving needs of industry—while reinforcing the college’s mission to prepare students for meaningful, sustainable careers. Andrew Millovitsch holds a Bachelor of Science degree in Engineering with a minor in Mathematics and Structural Engineering from Roger Williams University. He graduated RWU in 2000 and accepted a position with the Department in July 2001. He has been working as a transportation engineer for the State of Connecticut ever since. He began his tenure with the Department as a field inspector and has worked his way up to a Project Engineer (also known as a Transportation Engineer 3) beginning in 2016. During his two and a half decades of working in the industry, he has been part of a multitude of interesting projects, ranging from the simple box culvert replacements to a new 66,000 SF electrical and repair facility in Colchester, to this $150 million interchange improvements project being presented today.

Follow Route 32 to I-395. Take Exit 11 (old Exit 80). At the end of the exit ramp turn right.**

Follow I-95 south to Route 32 – Norwich. Take I-395 north to Exit 11 (old Exit 80). At the end of the exit ramp turn right. **

From Colchester and points West:
Follow Route 2 east until it merges with Route 32 south. Take Exit 28S onto I-395 south to Exit 11 (old Exit 80). Take a left at the end of the Exit ramp (Route 82 West Main Street).**

From Jewett City and points North:
Take I-395 south to Exit 11 (old Exit 80). Take a left at the end of the exit ramp (Route 82 West Main Street).**

From Ledyard/Navy Sub Base area:
Follow 2A (Mohegan Pequot Bridge) to I-395 north. Take Exit 11 (old Exit 80) At the end of the exit ramp turn right. **

From New Haven and points south:
Take I-95 north to I-395 north (exit 76). Take I-395 north to Exit 11 (old Exit 80). At the end of the exit ramp turn right. **

Go five lights down to New London Turnpike. Turn right. The Three Rivers campus is about .2 miles on left.
Parking Directions:
It is open parking at the College after 5 p.m. Please park near the main entrance of the building, which is located along the East Campus Roadway and near the bookstore and the A Wing of the building. The main entrance to the building is shown on the right side of the campus map.
