111826 CSCE Dinner Meeting at Quinnipiac University
Please join CSCE at our monthly meeting at Quinnipiac University, North Haven, CT, on Tuesday, November 18, 2026. At this meeting, Megan Patton, P.E., CCCA, a Project Manager and Water Team Lead at Kleinfelder, and Elizabeth “Lizzy” Curley, Project Engineer with Kleinfelder, will give a presentation titled, Beneath the Brick: Sustainable Infrastructure in Downtown Revitalization, and attendees may earn one (1) New York State PDH at this meeting. This meeting is co-sponsored by the CT Chapter of the ASCE Environmental & Water Resources Institute and the ASCE Student Chapter at Quinnipiac University.
The Borough of Naugatuck is revitalizing its downtown through redevelopment of former industrial riverfront sites and the relocation of the Metro North rail station to support transit oriented, mixed use growth. To advance this vision, Kleinfelder led the evaluation, planning, and design of downtown sewer, stormwater, roadway, and streetscape infrastructure using a Complete Streets approach.
Our work included condition assessments, GIS mapping, and hydraulic modeling of the sanitary sewer and stormwater systems to identify capacity constraints and support future development. Kleinfelder developed a coordinated downtown master plan and streetscape concept, and designed infrastructure improvements including new and upgraded drainage, sewer lining, roadway reconstruction, and enhancements to Maple Street, Church Street, the Town Green, and Maple Street Bridge. Funding included ARPA, as well as a $535k NFWF Long Island Sound Fund grant to implement green infrastructure, including subsurface infiltration beneath the Town Green, permeable tree pits along the main corridor, and a plunge pool at the outfall. In 2024, a 1,000 year flood provided a real world stress test of the newly implemented green stormwater infrastructure. The green stormwater infrastructure and drainage improvements performed as intended, mitigating surface flooding and validating the design approach under extreme conditions.
Kleinfelder also supported the redevelopment of the former Uniroyal Footwear site into a mixed income, transit oriented development by designing and overseeing major roadway, drainage, and utility improvements. This included reconstruction of South Water Street and Old Firehouse Road, construction of a new connector road and pedestrian walkway, removal of a stormwater pumping station, and parking and streetscape enhancements. The project was delivered on an accelerated schedule and required extensive coordination with CTDOT, private developers, utilities, transit agencies, and local stakeholders.
Megan Patton, P.E., CCCA, is a Project Manager and Water Team Lead at Kleinfelder, overseeing the design and construction of utility infrastructure projects across New England. With over ten years of experience in the industry, she brings a strong background in infrastructure rehabilitation and sustainable solutions. Megan holds a Master of Science degree from UMass Amherst and is a Certified Construction Contract Administrator through CSI. Passionate about collaboration, Megan works closely with industry professionals to address aging systems, enhance community connectivity, and develop stormwater management solutions. Outside of work, she channels her leadership skills into coaching the Hartford Women’s Rugby Club.
Elizabeth “Lizzy” Curley is a Project Engineer with Kleinfelder with over twelve years of experience leading complex municipal infrastructure projects from design through construction. Her experience includes stormwater management, water distribution systems, and utility coordination projects throughout Connecticut. Lizzy works closely with municipalities, contractors, and project stakeholders to successfully implement resilient infrastructure solutions while minimizing impacts to local communities.
